A self-paced online course with Victorian roads, signage and conditions, giving learners a path to their permit without visiting a service centre.
The moment that mattered
When the service centre wasn’t an option.
Building on PrepL, VicRoads wanted to move learner licensing from paper tests and counter service to a digital-first experience. It had to reflect Victoria’s own road rules, infrastructure and road safety approach, and work for a large, diverse population of new drivers, with accessibility, localisation and behaviour change as priorities.

- Intuitive, engaging and accessible on any device
- Less pressure on service centres, especially during COVID-19
What we built
Victorian roads, online and self-paced.
With VicRoads and Compono, we built a self-paced, fully online course that teaches the road rules alongside guidance on behaviour for new drivers. Animations, knowledge checks and real-world scenarios help learners understand how and why the rules exist, and the platform scales across the state without losing the rigour of the permit process.

LPTO has reshaped the learner permit process in Victoria, improving access, consistency and engagement, and learners across the state have embraced it.
